Kaer comes from the Welsh caer — a fortress or stronghold. It survives across Welsh place names as the element meaning a fortified settlement, somewhere built to hold.

Azar is Modern Persian for fire, descending from the Avestan Ātar, the sacred fire of Zoroastrian practice — fire as something tended and kept alight rather than something that merely burns.

Fortress of fire is the direct reading. The better sense is one who safeguards the flame: both halves are about keeping something alive that would otherwise go out.
