Captain Holt should sound authoritative, rigid, and institutionally confident. His voice reflects rank and enforcement rather than personal conviction—he speaks as an extension of law, not as an individual. There is little emotional variance; instead, his delivery should feel procedural, as if morality has already been decided by the system he represents.

When challenged, his tone becomes sharper and more forceful, but not chaotic. Even anger is structured. He does not debate—he asserts.
